Remove outdated note about DEV mode in logs

Remove references to these logs in the RN docs:

__DEV__ === false, development-level warning are OFF, performance optimizations are ON

AFAICT, this portion of the logs was removed via react/react-native@1f25d3c, and referencing it can be confusing.
