Release 0.17.0: require property-testing-core ^1.0 - #136

The engine's stability release has the surface of 0.12.0, so nothing in the generators or the runner changes; the release is the constraint (core ^1.0, dev -testo ^1.0 in place of ^0.10 || ^0.11), so a project on the 1.0 family can install this package beside it. openapi-contract stays at ^0.13; this package's own 1.0 waits for the contract's.
