Remove speaker names from tags

PyVideo supports speaker names explicitly as a video attribute, so they should be included in the speakers list instead of the tags list.

• Add a note to the data contribution review process to check for the speaker names in the tags list
• Remove speaker names from tags where present
• Add a redirect to preserve existing tag URLs and point them to the appropriate speaker pages
