Upgrade the eIQ Neutron SDK to v3.2.0 with backward compatibility.

Test plan

Tests can be manually run using pytest -c /dev/null backends/nxp/tests/

Please also update the Neutron version in nxp-overview.md‎ and in setup.sh.

And where is the corresponding PR in ExecuTorch Integration? Please update the executorch and neutron_software submodules there as well.
