ci: configure pre-commit.ci to automate PR formatting (#894)

Addresses #894

Adds the pre-commit.ci configuration block to .pre-commit-config.yaml to automate formatting checks and auto-fixes for future Pull Requests.

• Automates PR formatting auto-fixes using Black.
• Bypasses the local system pylint hook (as system hooks are not supported in the sandboxed CI environment).

Hi @andersonhc,
The previous failures on pre-commit.ci were due to:

1. pyright: It failed to execute, so I've added it to the ci.skip list alongside pylint.
2. typos: The spell-checker hook (typos) incorrectly flag-corrected real surnames in .all-contributorsrc (like changing "Suh" to "Such"). I've updated .typos.toml to exclude the .all-contributorsrc registry file from the spellcheck checks entirely.

I tested these fixes on my fork (prateek-dagar/fpdf2#3), and all pre-commit checks are now passing successfully.
