Adds the execution task breakdown for the OSOH MVP roadmap.

Includes:

implementation order for MVP delivery
database and persistence tasks
core domain service tasks
ingest API MVP tasks
pull monitoring runner tasks
Sentinel push integration tasks
verification and activation tasks
operator visibility MVP tasks
lifecycle and security control tasks
end-to-end MVP verification and closure criteria
