Adds the task-map document for the OSOH Sentinel MVP.

Includes:

database tasks
core service tasks
ingest API tasks
pull monitoring tasks
Sentinel integration tasks
operator visibility tasks
verification tasks

Governance rule preserved:

Sentinel remains external_monitored_surface
Sentinel does not become OSOH core
Sentinel does not enter first-party session trust
Sentinel does not enter broad first-party CORS trust
