What does this PR do?
Adds a new reference page at docs/reference/http_status_codes.md documenting all HTTP status codes returned by the LoRAX API. Includes a table of codes, descriptions, and a common scenarios section explaining the frequently confusing 424, 422, and 413 errors. Fixes #481.
