Yes that's the same issue.
I also noticed the problem because I tried using the currently documented require-lockfile and working-directory options.

I recommend using

update:
  githubActions: true

in pnpm-workspace.yaml and update your actions with hash version

Similar to "helpers:pinGitHubActionDigests" in renovate.

That said the tag is still incorrect even if you avoid tags.
