Prefer C++17 when available, as required for GoogleTest 1.17. This PR also makes
deref_less::operator()aconstfunction, a C++17 compatibility fix thanks to Terje Røsten in https://src.fedoraproject.org/rpms/dwgrep/pull-request/2.
