Description
This PR modernizes the existing issue templates by converting them from .md-based templates to .yml-based issue forms. Currently, the issue templates are Markdown files. Users can easily ignore sections, misformat their submissions, or submit incomplete issues. By using YAML forms, we can enforce required fields, add dropdowns, checkboxes, and make it easier for contributors to provide all necessary information. This is especially useful for open-source repositories with multiple contributors.
