PER-8930: the RubyGems publish workflow ran cadwallion/publish-rubygems-action@master with RUBYGEMS_API_KEY in scope, so any change to that floating ref executes with the publish key.
PER-8940: other workflow actions used floating tags.
PER-8941: workflows had no permissions: block, so they ran with the repo-default (write) GITHUB_TOKEN.
What
Pin publish-rubygems-action to the commit @master/v1.1.0 resolves to today, and pin checkout, setup-ruby, cache, release-drafter and stale to the commits their current tags resolve to (tag kept in a comment).
Add minimal permissions: to release, lint (contents: read), changelog (contents: write, pull-requests: read) and stale (issues: write, pull-requests: write).
No behaviour change: pins equal what the refs resolve to now.
Verification
All SHAs confirmed to exist via the GitHub API; diff reviewed. The release workflow only runs on a published release, so its first real check is the next release.
Note: the publish action is a Docker action built FROM ruby:3, so pinning does not fix its moving base image; suggest a follow-up to run gem push inline or use rubygems/release-gem.
Updated automation workflows to use fixed revisions of their actions, helping keep their behavior consistent.
Adjusted permissions across changelog, lint, release, and stale-item workflows. Lint and release workflows have read-only repository access, while changelog and stale-item workflows retain the access needed to update release notes and manage issues and pull requests.
Disabled credential persistence in lint and release workflows.
…R-8940, PER-8941)
Pin cadwallion/publish-rubygems-action (was @master, RUBYGEMS_API_KEY in scope)
to a commit SHA, pin the other actions in release/lint/changelog/stale, and add
explicit minimal `permissions:` blocks. test.yml is left for a follow-up to
avoid conflicting with open PR #43.

Walkthrough
The four GitHub Actions workflows now declare explicit permissions. Their action references use pinned commit SHAs instead of tags or a branch.
Changes: GitHub Actions workflow updates
Layer / File(s)
Summary
Lint and release workflow updates .github/workflows/lint.yml, .github/workflows/release.yml
Both workflows declare contents: read. Their checkout, Ruby setup, and cache actions use pinned commit SHAs. Checkout credential persistence is disabled. The release workflow also pins its RubyGems publishing action.
Changelog and stale workflow updates .github/workflows/changelog.yml, .github/workflows/stale.yml
The changelog workflow declares contents: write and pull-requests: read, and pins Release Drafter. The stale workflow declares issue and pull-request write permissions and pins its action.
The release workflow still exposes the RubyGems credential to an action with a mutable container base, so this supply-chain risk should be resolved before merging.

Summary
SHA-pins the floating publish action (PER-8930) and other workflow actions (PER-8940), and adds least-privilege permissions: to release/lint/changelog/stale (PER-8941). test.yml deliberately deferred to avoid conflicts with PR #43.

Severity: Low

Issue: No github-actions ecosystem, so the new SHA pins will not be auto-updated.
Issue: Pin equals what @master resolved to (unchanged since 2023-03-09); first real check is the next release. Docker base image (ruby:3) still floats; consider inline gem push or rubygems/release-gem.
Not confirmed / dismissed: stale.yml contents scope (delete-branch is not used); changelog pull-requests: read is sufficient for the push-to-main trigger; old action majors (checkout v2) are unchanged by pinning and out of scope.
