CHANGE DESCRIPTION

Adds a postgis kuttl test that verifies the operator installs PostGIS extensions (postgis, postgis_topology, fuzzystrmatch, postgis_tiger_geocoder) when postGISVersion is set on a GIS image. Checks the extensions in two databases, the tiger/topology schemas, and ST_* functions
