feat: align the extension with Patchloom CLI 0.37.0 - #285

Recommended CLI is 0.37.0. Minimum stays 0.3.0. The full MCP inventory is 66 tools, and the core pack is 12, including operation_schema. README covers notebook_edit, plan hashes, plain .properties and .ini values, and the smaller execute_plan schema. No new Quick Actions. Signed-off-by: Sebastien Tardif <sebtardif@ncf.ca>
