fix(metrics): keep the anonymous analytics id across resets and app subdomains

Summary

• The anonymous analytics id now survives a full reset. wipeOriginState cleared all of localStorage, so every settings reset minted a fresh id and counted one returning visitor as a brand new person.
• The id is now reconciled against the cross-subdomain store that mode preferences and recent labels already use, so one person visiting several apps stops counting once per app subdomain. localStorage remains the mirror for boots that cannot reach the shared store.
