feat(mcp): add an audit entry point with axe and before/after sessions - #397

Agents and the panel get one ranked list of what the inspectors find, an accessibility pass over the app that loads axe only when asked, and a baseline/after comparison to verify a fix. Refs #343.
The panel gained the Audit tab.

Refs #343. This is the last Diagnosis item of phase 4: one audit entry point, an axe pass over the app, and before/after sessions, so an agent can inspect, fix and verify from one tool.

Each finding has a severity, an area, a subject (component, route, form or URL), a one-line reason, the tool to call for detail with its arguments, a count and an element id where one exists. The answer also gives the key numbers and a Coverage section naming any area it could not read.It reuses the existing checks instead of copying them:
Where it's registered: the tool and its RPCs are shared rather than pinned to one inspector, because the audit reads several inspectors and the axe pass belongs to none. Each area is filtered on its own:
