chore: bump devframe and @devframes/agentic to 1.1.0 #18

devframe 1.1.0 includes devframes/devframe#400, which stops advertising an MCP outputSchema for RPC functions whose returns validator has no JSON Schema converter. Before it, tools returning an array failed every tools/call.

We work around that today with describable() in packages/ng-devtools/src/rpc/agent-schema.ts, and are still on 1.0.0.

• Bump devframe and @devframes/agentic to ^1.1.0 (root and packages/ng-devtools) and refresh the lockfile
• Keep describable(): it still gives agents accurate schemas for object-returning tools. Update its doc comment so it no longer reads as a workaround
• Check the MCP tools still work (node bin.mjs mcp, tools/list + a tools/call on an array-returning tool like ng-devtools_get-routes)
