With Qt being built from source, we are suffering from way too many cache misses. There is also a bunch of unreliability stemming from Conan not working as one would expect; For example suffering from version conflicts between overlapping version ranges.
This PR adds a lock file, in the hopes of avoiding these issues.
The idea is to have a tool like Renovate automatically update the lock file whenever necessary.
(This PR is currently based on the macOS branch.)
