Fold Agent Routing Policy's specifications, benchmarks, license and provenance into Gearbox, mapping them to the existing router and its tests. This preserves the research constraints without introducing a second routing subsystem or a Tasks dependency.
Validation: tools/verify passed all 25 tests, Python compilation and git diff --check. Consolidation is tracked in the Opsle Tasks migration manifest.
