Implements the first executable Context Firewall prototype for synthetic test-run output.\n\n- adds a dependency-free deterministic TAP-subset reducer and CLI\n- emits canonical evidence/provenance receipts and exact payload measurements\n- fails closed with explicit raw-evidence escalation under ambiguity or ceilings\n- adds 30 synthetic conformance fixtures and 33 automated boundary tests\n- documents that EXP-001 remains PLANNED and no model correctness claim is made\n\nValidation:\n- npm test\n- npm run conformance
