/test e2e-monitoring

investigation on prowJobs to compare clusters provisioned to run presubmit vs periodic. Trying to stabilizing monitoring e2e testing first, however I see 2 diff versions that in the presubmit is running against a clusterpool with 4.21.13 and periodic 4.21.0-0.ci-2026-05-08-051816-test-ci-op-7502vhph-latest.

I will improve it this part, since it is not scope of our monitoring testing, to have some conditional validations
