AGENT-1434: ISO_NO_REGISTRY mode generates hosts file with incorrect IP addresses

Fixes IP address mismatch between the hosts file and actual node IPs when using AGENT_E2E_TEST_BOOT_MODE=ISO_NO_REGISTRY.
