Description
RESPONSIBILITIES.mdis a policy file that is owned by the TSC, there fore it should live in the TSC repo. This PR introduces a./policiesdirectory that this and other policies that the TSC works on will be added.Unlike some other files in the https://github.com/opensearch-project/.github/ it isn't part of every new repository that is created either.
A seperate PR for removing the file from https://github.com/opensearch-project/.github will be opened as well.
