media/cmaf_packagerlibrary: builds CMAF init segments and chunks fromencoded samples. The write side of
media/cmaf.Supports AVC, HEVC, AV1, AAC and Opus.
Also fixes AudioSampleEntry channelcount in
media/cmaf(offset 16, not 8),which the packager's audio tests depend on.
