fix(billing): book deliberate zero detailed lines in delta rating - #5361
Delta rating subtracted every zero-total detailed line, which removed the free usage and zero-usage tier lines that legacy invoices display. Two compatibility tests were skipped to hide the difference.
Changes
subtract is untouched and keeps dropping every zero total.
The delta engine appends the current rating's deliberate zero lines after subtraction: zero totals with a zero quantity (zero-usage tiers) or a zero unit price (free usage), whose ChildUniqueReferenceID is absent from the subtraction output.
Only pricer output is appended, so offsetting corrections and rounding zeros never surface, and a previously billed zero line can never leak into a later run.
Free usage shows the cumulative quantity as rated, not a delta. Documented in the delta README.
Un-skips TestUBPGraduatingFlatFeeTier1 and TestEmptyInvoiceGenerationZeroPrice with their legacy expectations intact.
Verification
go test for openmeter/billing/charges/...
test/credits_billing_compat with POSTGRES_HOST=127.0.0.1
make lint-go-fast, gofmt -l clean
Open questions
Repricing booked free usage emits the new priced line but no reversal of the free one: 10@0 booked, then 16@5 rated, shows both. The -10@0 reversal is a zero total that subtraction drops, as it did before this change. Kept as is per the ticket's "avoid every zero reversal" wording; flagging it as a product question.
Summary by CodeRabbit
Bug Fixes
Improved usage-based billing for zero-usage periods: applicable zero-quantity usage and flat-fee lines are now retained in invoice details.
Zero-priced usage now reports the full quantity recorded for the billing period, even when the amount due is zero.
Zero-value lines caused only by rounding remain omitted.
Invoice details continue to reflect usage changes correctly when quantities increase or decrease across billing periods.
Confidence Score: 5/5
No blocking finding remains under the stack assessment, which depends on PR #5365's repricing fix.
Summary
Restores deliberate zero-total invoice details without changing subtract.
Delta rating keeps intentional zero lines in invoice details.

Walkthrough
The delta rating engine now restores qualifying zero-total lines omitted by subtraction. Tests cover zero-usage tiered rating and zero-priced usage. Previously skipped invoice compatibility tests now run.

Engine.Rate restores zero-total current-rating lines omitted by subtraction when their quantity or per-unit amount is zero. The README describes the restoration rules and output processing.
Tests cover zero-usage tiered rating and zero-priced usage across snapshots. Invoice compatibility tests for graduated-tier and zero-priced usage now run.
openmeterio/openmeter#5369: Selects the sorted first tier for zero-usage graduated pricing. This change preserves the resulting zero-quantity line after delta subtraction.
openmeterio/openmeter#5347: Selects the sorted first tier for zero-usage graduated pricing. This change preserves the resulting zero-quantity line after delta subtraction.

The invoice tests are enabled, but the documented handling of negative zero-price corrections still needs confirmation. This is a bounded documentation risk rather than an established billing failure.

The exported comment does not state that retained source lines must have zero totals and non-negative quantities. Matched deltas also require a non-negative resulting quantity. Callers using the exported option cannot predict this output without consulting the README or implementation.

Delta rating subtracted every zero-total detailed line, which removed the
free usage and zero-usage tier lines that legacy invoices display.
Subtraction stays pure arithmetic and keeps dropping zero totals. The delta
engine then appends the current rating's deliberate zero lines, zero totals
with a zero quantity or a zero unit price, whose child reference is absent
from the subtraction output. Only pricer output is appended, so offsetting
corrections and rounding never surface, and no previously billed zero line
can leak into a later run. Free usage shows the cumulative quantity.
Un-skips the two compatibility tests that preserved the legacy expectations.

Appending the pricer's free usage line as rated booked the cumulative free
quantity on every run, so booked free units no longer added up and an
exhausted free tier reappeared on later invoices. Book free usage as the
quantity above what prior runs already booked under the same child reference;
zero-usage tier lines keep repeating on every run.
Adds the exhausted free tier carry-over reproducer.
