Strict Access Control to logs

In section 7.4.1 of the read-only spec, there is a sentence that says "Strict access control to the logs in such cases should be enforced." -- is this a should as in a normative MUST, or did the spec the word should in a regular conversational way? It is unclear whether this spec is a recommendation or a command.
