Add a backfill input to workflow_dispatch taking the ID of an earlier run. It restores that run's data cache, skips fetching, tags the release with the run's date, keeps Latest and the latest image tags on the current release, and leaves the accuracy README alone. The accuracy history is now sorted by date so a backfilled day lands in place.

Problem
The October 16 build failed, and the cause has since been fixed. The workflow can only fetch the sources live and publish under the current date, so a missed day cannot be rebuilt. The failed run did save its data in the Actions cache (
data-38858414824), though.Change
