fix: remove unused openstack extra - #39023

Nothing in edx-platform wires up django-storage-swift or an openstack.py settings module. Carried over from requirements/edx/openstack.txt during the uv migration; dropping it removes 14 unused transitive deps.

Braden flagged in #38915 that the
openstackextra (added during the uv migration) doesn't seem to be used anymore. Confirmed: nothing in the repo wires updjango-storage-swiftor anopenstack.pysettings module, so this is dead weight carried over from the oldrequirements/edx/openstack.txt.Removing it also drops 14 unused transitive deps (keystoneauth1, oslo-*, etc.) from
uv.lock.Test plan
uv lockregenerated cleanly,uv sync --frozeninstalls without error
