Allows this app to be developed inside a site repo with Paragon and frontend-base bind-mounted under
packages/.The paragon peer range now also accepts a
0.0.0-devcheckout, and both are declared as devDependencies so Turborepo orders them before this app. Turborepo builds its task graph from dependencies and devDependencies only, so a peer-only declaration leaves no edge.Part of openedx/paragon#4440.
