P1 Badge Preserve the policy-checked botocore requirement spelling

Keep this requirement as botocore>=1.40.0,<2, or update the policy checker in the same change. The non-scheduled python-policy CI job executes scripts/check-python-version-policy.py, whose UNMARKED_DEPENDENCIES tuple and literal containment check require exactly that spelling; running the checker on this commit raises RuntimeError: Package metadata does not contain the unmarked requirement 'botocore>=1.40.0,<2', so every pull request and branch push fails despite the specifiers being semantically equivalent.
