ci: version staging merges and run CI on staging - #47

- `release.yml`: the verify job checks the manifest version with the shared `next-version` action before anything is built or published. - A release must be the next minor above the highest released tag. Pre-release tags do not count, so the first plain version is a first release. - `workflow_dispatch` gets a `bump` input, and a major is allowed only from a manual run. - The verify job's checkout is pinned and keeps no credential. - The new `staging-version.yml` tags each merge into `staging` as the next patch. It is a no-op until `staging` exists. - CONTRIBUTING: a Versioning section.
