ci: add the CI / check workflow the release check reads (REL-1c) - #17

chock-release check 2 reads ci.yml job `check` on every pinner repo and refuses the release when it is absent. This repo had no workflow. The job installs chock from the single pin in README.md (refusing when there is none or more than one distinct pin), runs chock check (with --base on pull requests) and chock sync --check.
