What this changes

Records two 2026-10-18 owner witness runs (org-plan plan/claude-plugin-compat.md, CC-2f) in the loads_claude_plugins data:

  • cursor: loads unknown → yes, hooks unknown → yes, deny_reply stays unknown; gains witnessed. Cursor's "Include Third-Party Plugins" toggle imported a Claude Code plugin that was installed and enabled in Claude Code 2.1.302, and called all 8 of its hooks with Cursor's own payload. But every hook's output was (empty), chock logged nothing, and the --no-verify commit and the unpinned workflow write both landed. So nothing was refused, and whether Cursor honours a Claude deny is still unsettled. The cause is unmeasured. Source: witness/results/witness-cursor-claude-plugin-2026-10-18.md at 0938b50.
  • vscode_copilot: witnessed keeps its existing entries and adds the Copilot CLI marketplace route: copilot plugin marketplace add <dir> plus copilot plugin install chock-witness@chock-local. The plugin loaded live, with no deprecation warning, and guard and gate were both refused by a preToolUse deny. The record also notes that the shared chock-local marketplace name collided, and that uninstall only disables the plugin. Source: witness/results/witness-copilot-cli-claude-plugin-marketplace-2026-10-18.md at 423231e.

The vendor JSON was regenerated with tools/recount_vendor_config.py --write. The schema is unchanged: every value fits the existing enums.

Claim check

  • No capability claim is widened without a mechanism behind it. Cursor's deny_reply stays unknown, and no runtime code reads the field (test_no_adapter_reads_the_field).
  • No MATRIX row changed
  • Primary source: the org-plan witness records named above

Checks

  • pytest -q passes (2626 passed, 6 skipped, run locally)
  • ruff check . and ruff format --check . pass
  • examples/generate.py --check: examples up to date (18 files)
  • Runtime path is still stdlib-only
  • Commits are signed off

Notes for the reviewer

Cursor's hooks: yes means Cursor's Execution Log shows every hook being called. It does not mean chock's command finished: it never did, and the witnessed text says so. The alternative was partial, but the schema defines that as "only some of its hooks run", which is not what happened here.

…de_plugins (CC-2f)

cursor's loads_claude_plugins row gains `witnessed`; loads and hooks move
from unknown to yes, deny_reply stays unknown. Cursor's "Include
Third-Party Plugins" toggle imported a Claude Code plugin installed and
enabled in Claude Code 2.1.302 and called all its hooks with Cursor's own
payload, but every hook's output was empty, chock logged nothing, and the
--no-verify commit and unpinned workflow write landed: no refusal, and
whether Cursor honours a Claude deny is unsettled (Cursor 3.25.9, Windows
11, 2026-10-18; org-plan
witness/results/witness-cursor-claude-plugin-2026-10-18.md at 0938b50).

vscode_copilot's `witnessed` adds the Copilot CLI marketplace route
beside the existing entries: copilot plugin marketplace add <dir> +
copilot plugin install chock-witness@chock-local, loaded live with no
deprecation warning, guard and gate refused by preToolUse deny; the shared
chock-local name collided with chock's Copilot build; uninstall only
disables (Copilot CLI 1.0.98, Windows 11, 2026-10-18; org-plan
witness/results/witness-copilot-cli-claude-plugin-marketplace-2026-10-18.md
at 423231e).

Schema unchanged. Vendor JSON regenerated with
tools/recount_vendor_config.py --write; examples/generate.py --check
reports no change.
