…C-2d) devin's loads_claude_plugins row gains `witnessed` and its hooks verdict moves from unknown to partial: Devin CLI v3000.11.92 on Windows 11, 2026-10-18, plugin installed with `devin plugins install --local <dir>`; session_start, the matcherless pre_tool hook and Stop ran and the turn-end gate's block was honoured, but the tool-name-matched PreToolUse groups never fired, so the shell guard and write gate did not run (org-plan witness/results/witness-devin-claude-plugin-2026-10-18.md at df71db6). deny_reply stays partial; Devin's tool names stay unverified. vscode_copilot's `witnessed` adds VS Code (Copilot agent, Windows 11, 2026-10-18, version unmeasured) beside the Copilot CLI run: the Chat panel refused guard and gate by preToolUse deny, a no-workspace Agents-window chat refused the guard, and an Agents-window session bound to a repo ran no hooks (org-plan witness/results/witness-vscode-claude-plugin-2026-10-18.md at 34272c0). The schema's hooks enum gains "partial" (loads and deny_reply already have it). The witness test accepts a vendor-docs basis, since devin's row still rests on the docs. Vendor JSON regenerated with tools/recount_vendor_config.py --write; examples/generate.py produced no change.
