docs(readme): guardrails section counts 324 matrix cells, not 192 - #206

Recounted from matrix.enforcement_level() over 27 agents x 12 events: 324 cells (203 none, 74 detect, 45 best-effort, 2 enforceable, 0 enforced). tests/test_readme_counts.py recomputes the tally line, every "N of M matrix cells are graded enforced" claim and the pre_tool level table from the matrix, so the README cannot drift again. What this changes
"Guardrails, not guarantees" said
0 of 192 matrix cells, but "How it works" said 324. I recounted frommatrix.enforcement_level()over everyMATRIXagent ×contract.EVENTSand got 27 × 12 = 324 cells: 203 none, 74 detect, 45 best-effort, 2 enforceable, 0 enforced. So 324 is right and 192 was stale. I changed the one wrong number.I added
tests/test_readme_counts.py. It recounts three things from the matrix and fails when the README disagrees:pre_toolcount in each row of the level table (1 enforceable, 16 best-effort, 0 detect, 10 none, 0 enforced)I checked that the test fails against the old README (the
192claim) and passes now.Claim check
No adapter or matrix change, so nothing here applies.

The other counts in the README already match the matrix: the 17 agents with a
pre_tooladapter and the 27 agents in the matrix.🤖 Generated with Claude Code
