ci: re-enable macOS Developer ID signing + notarization - #264

Restores the APPLE_* env on the macOS build step so tauri-action imports the Developer ID cert, signs with hardened runtime, and notarizes. Requires six GitHub secrets (APPLE_CERTIFICATE, APPLE_CERTIFICATE_PASSWORD, APPLE_SIGNING_IDENTITY, APPLE_ID, APPLE_PASSWORD, APPLE_TEAM_ID). Until they are set the vars resolve empty and the build is simply unsigned — no failure. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
