We end up with a circular dependency if we don't, or we have to move amulet_allocationFactoryV2_allocateImplCore to a file we can import from a governance-oriented module. amulet_allocationFactoryV2_allocateImplCore does appear not to have hard dependencies on the rest of ExternalPartyAmuletRules.
