feat: added R usage quotas management functions - #28

Map the R quotas web services introduced in Opal 6.0. DataSHIELD context administration: dsadmin.quotas, dsadmin.quota, dsadmin.quota_exists, dsadmin.quota_save, dsadmin.quota_enable, dsadmin.quota_delete and dsadmin.quota_usage. Quotas are addressed by their natural key (metric, subject type, subject) rather than by their identifier, which is looked up when updating or deleting one. opal.quotas reports the quota that applies to the current user in an R execution context, and what they have consumed against it. It requires no permission, as it only ever reports on the authenticated user. Limits and usages are expressed in minutes, as in the Opal UI, and are NA when no quota applies: nothing is measured then, so the zeros Opal reports are not a usage.
