Release staging to main. The enterprise rulesets for #94 will name .github/workflows/dependency-review.yml and .github/workflows/reusable-semgrep.yml at refs/heads/main, so both files have to reach main first.

Contents: staging is ahead of main by one change.

The two branches have diverged in history, so this branch is cut from main and given staging's exact tree (git diff origin/staging is empty).

#95 was merged under the merge gate: four /code-review rounds, the last one clean, plus a runtime test in #96, where the planted findings failed all three jobs. The gate record is on #95. Staging is tagged v0.0.5 at 2172582.

Both rulesets will be created in evaluate mode only.
