As a side note - is there any particular reason why only the https://github.com/notepad-plus-plus/nppPluginList/blob/master/src/pl.x86.json file is with Unix EOLs ?

No, I would expect to be all 3 with CRLF and unfortunately with git setting Auto CLRF in my local checkout this is also the case.
