Add a bind to center the focused column

Summary

Add column-center bind to center the focused column on the screen.
The bind does nothing in dwindle layout, only scrolling.

Motivation

With center_underfull_strip = false, there is no way to center a column on the screen, also useful when having multiple windows and wanting to center one.
