Do not merge this group yet. It combines CI setup changes with major release-chain upgrades (artifact upload/download, attestations and Docker publishing). Split CI setup from release tooling and validate artifact handoff plus provenance in a non-publishing qualification workflow before replacing the production release actions. Ordinary PR CI does not exercise those paths. |
