Port upstream 0.64.0: v0 billing dashboard URL

Summary

Fixes the v0 dashboard URL to match upstream CodexBar (commit 7bb3dfe, confirmed at v0.70.0): https://v0.app/settings/billing replaces https://v0.app/chat/settings/billing. Changed in the provider metadata (rust/src/providers/v0.rs) and the API-key provider list (rust/src/settings/api_keys.rs). Closes audit GAP-21. The key help text carries no URL, so nothing else changes.

Tests

• New unit test dashboard_url_matches_upstream_billing_page checks both places.
• cargo +1.98.0 fmt --all --check, cargo +1.98.0 clippy --manifest-path rust/Cargo.toml --all-targets -- -D warnings: clean.
• cargo test -p codexbar: 2161 passed.
• Shell crate untouched (known unrelated failure bootstrap_payload_exposes_every_provider_variant exists on the base branch).

UI proof

No UI change beyond the URL the existing "open dashboard" action opens; no CUA run needed.

Small change written directly by the codex-2 lane coordinator (Claude) instead of delegating to Codex.

Scope: GAP-21, the v0 dashboard URL. The diff against port/upstream-0.64.0 (b585d48) touches rust/src/providers/v0.rs and rust/src/settings/api_keys.rs.

• Upstream v0.64.0 and v0.70.0 V0ProviderDescriptor.swift both set dashboardURL: "https://v0.app/settings/billing".
• Both Win-CodexBar sources now use that URL: the provider metadata and the API-key provider config. No v0.app/chat/settings/billing remains in the tree.
• The new test checks both values.
• No wire shape, dependency, frontend, locale or shell change.

Checks run at this SHA (toolchain 1.98.0, isolated target dir):

• cargo +1.98.0 fmt --all --check: clean.
• cargo +1.98.0 clippy --workspace --all-targets -- -D warnings: clean.

  • The failing test is commands::tests::bootstrap_payload_exposes_every_provider_variant (catalog 79 vs 78).
  • The failure comes from the base and depends on the host. On this base, get_bootstrap_state() calls Settings::load(), so the test reads the local user profile. One deprecated provider enabled there adds a catalog entry.
  • The same failure shows up on Port upstream 0.64.0: Helmcode reset fallback, tenant dashboard URL, optional endpoint tolerance #723 and Port upstream 0.64.0: ElevenLabs endpoint override, XI_API_KEY alias, tier casing #726, which share this base.
  • This PR does not touch the shell crate.

Scope: v0 billing dashboard URL (#724, upstream 0.64.0), validated as merged into release/v0.70.0 (merge 5ad2766 = merge of aed50dd into 38fb38c).

Attacks (highest-risk semantics, from the merged tree):

• The URL is registered in BOTH surfaces the audit named: rust/src/providers/v0.rs metadata dashboard_url and the API-key catalog entry (settings/api_keys.rs) — the two places a "Usage Dashboard" link can resolve from, so neither can drift to a stale route.
• Test honesty: the metadata test asserts the parsed URL's scheme/host rather than only string equality, so a https-vs-http or wrong-host regression cannot slip through the constant swap.
• Scope discipline: the diff is 13 lines in v0.rs + 1 line in api_keys.rs; no behavior, bridge or frontend change beyond the URL constant.

No defects found. READY for the un-draft rule.
