feat(ui): redesign the PHP settings & file repair section - #212

Each .user.ini directive gets its own setting-row: a plain-language name, the directive as a hint, one line on what it does, and a narrow right-aligned input. The inputs gain type="text", which is what the global input style keys on — without it they rendered as grey, disabled-looking boxes. The memory_limit/max_execution_time paragraph becomes a row linking to PHP-FPM limits, and permission repair moves under its own "File ownership" group. The old layout stretched four inputs across the full width with code-chip labels and a dense paragraph, mixing two unrelated concerns in one block; the inputs looked disabled. Operators had to know directive names to understand the fields.
