Reconstruct the formatting-corrected one-file characterization directly on accepted protected main after #721. Test-only coverage hardening; no materialization, analysis authorization, or scientific-state transition.

35060790413completed SUCCESS on that exact head and produced exact-source Vercel acceptance evidence. #721 was then squash-merged under protected-main policy as signed/verified commit3f39c818301b85fd57dcda273c97d7f57d2e9c65.The accepted classifier is fail-closed: only explicitly inert surfaces may SAFE-SKIP, while runtime/application, scripts, deployment/config/package, mixed, rename, unknown, invalid-SHA, missing-evidence, and uncertain comparisons BUILD. The same classifier governs Vercel Git-integration ignore behavior and the GitHub Actions production-deploy preflight.
