[OSD] Add SQLite snapshot of JSON OSDs as build artifact

• Create draft SQLite database template/schema
• Evaluate potential to use proposed data model for NASIS OSD tables
• Include SC database as its own table in the snapshot
• Add as artifact of weekly refresh-extdata build action, or add new action for derivative databases (probably the latter)
• Include snapshot in labtaxa docker container ldm_data_dir()
