Describe the contribution

• Fix Scrub SB Requirements #2725, Adds a brand new, dedicated pipe deletion error counter in housekeeping (eds implementation included), ensures PipeOptsErrorCounter GetPipeIdByNameErrorCounter get zero-ed out in CFE_SB_ResetCounters, adds new sub-requirements for the already existing failure paths that increment failure counters.

Testing performed
build eds and non-eds, unit-test.

Expected behavior changes
clear traceability from requirements to design/implementation regarding failure paths and what counter they increment.
