Bind AppCertService for X-Goog-Spatula from constellation-core, use rcs_consent when Gaia consent is missing, and keep TS.43 AKA identity aligned with EAP_ID.

X-Goog-Spatulafrom constellation-core and cache the header. constellation-core cannot depend on play-services-core. The Android-ID Spatula fallback now returns a header instead of null.getAsterismConsentusesrcs_consentwhen there is no matching Gaia entry.EAP_ID. Entitlement requests fill terminal vendor/model/SW when omitted and honor a non-emptyterminal_id.Test plan
