The 0.6.11 cut of #1361: a Codex in-place restart observes the replacement identity for a bounded window before it finalizes.

This is the same correction merged to main as e81e2614 (#1361), as one commit on release/0.6.11 (af1b61bf). Only packages/daemon/src/domain/seat-restart-in-place.ts and its test file change; verifyReplacement is byte-identical to main's, and nothing else from main is carried.

• The restart evaluates the existing strict rebind and secondary observation at once, then resamples within the class's existing timing (31 evaluations, 30 yields of 100 ms by default). It isn't a hard deadline: each attempt's reads add time.
• Each success needs its own two fresh native observations from the same attempt; only observation repeats; exhaustion stays native_unknown and success stays restarted_account_unverified.

Tests: the cut's seat-restart-in-place.test.ts (68 cases, 19 added). Tests run 39007333805 (workflow dispatch at a770ecc3): 8/8 jobs successful.
