feat: support backup and restore accounts#97

Add saveaccounts/restoreaccounts parameters to Backup and Restore, sending the accounts query parameter to the webstack backup endpoint. The option is opt-in via a default of True, matching the new webstack accounts provider which backs up users, groups, roles, permission assignments, and encrypted local-user passwords. Follows the pattern of #96 (which added the monitoring option).
